Public and private partnership
In order to materialize publicly significant and voluminous projects public and municipal institutions need to attract private capital, experience, knowledge and other resources. The public and private partnership is one of the most topical legislation issues in Latvia. It is a new and in practice little applied institute, however, having the enormous potential of development.
A successful implementation of private and public partnership (PPP) projects can hardly be imagined without involvement of professional lawyers being competent in PPP legal regulation and having experience in organizing of PPP projects and legal processing of their course. The lawyers of the ECOVIS CONVENTS LAW OFFICE upon commission of the Investment and Development Agency of Latvia have drawn up the standard documentation (rules of competition, partnership procurement agreement and guidelines to drawing up of rules of competition and agreement) of the PPP project for construction and management of preschool education establishment (kindergarten).
In 2010 ECOVIS CONVENTS LAW OFFICE won a tender arranged by the Ministry of Justice of the Republic of Latvia and was granted the rights to enter into a procurement contract respecting the development of PPP documentation and employees’ training for a PPP project for construction and maintenance of an imprisonment place, which is the first and unique project of such size pending implementation on the basis of PPP in Latvia.
We are consulting clients, public and municipal institutions and private partners about the PPP course, drawing up and executing PPP documentation (rules of competitions, technical specification, agreements etc.), ensuring the client legal aid during the whole PPP course.
