eID accounts Vietnam: Regulations on electronic identification and authentication

The Vietnamese government has published Decree 59/2022/ND-CP. It contains regulations on electronic identification, authentication and the synchronisation of personal information, biometric data and company information in the electronic identification application.

Parallel to the global growth of information technology, Vietnam has constantly renewed and improved its legal system and technical infrastructure. In doing do, the legislator aims to improve the quality of life of Vietnamese citizens. The electronic identification specified in Decree 59/2022/ND-CP can be used to replace traditional paper documents and identify citizens in the digital environment.

Overview of electronic identity accounts (“eID accounts”)

The eID account synchronises the personal eID number or an enterprise’s eID code with the following information:

  • Vietnamese citizens – ID number
  • Foreigners – passport number
  • Enterprises – taxpayer identification number

As a result, citizens can carry out administrative procedures or public administration services in cyberspace, as well as other activities, without having to present a variety of documents such as an ID card or passport.

However, when carrying out the above procedure to register for a level-2 eID account, citizens must confirm their approval for the registration of an eID account before the Police authority proceeds to issue the level-2 eID account, say the Ecovis experts.
